Actually the NRCC did follow state laws.
It is perfectly legal for any political organization to make robo-calls in Indiana. This did not change. From the article: "Although not legally binding, the treaty is a pledge that the party chairmen disavow robo-calls this year and urge their candidates to refrain from using them. "
My guess is that the NRCC had no idea the treaty was even signed. And I think the NRCC will quickly stop the robo-calls and abide by the wishes of the Indiana Republican Party.
But obviously, they need better communication between party levels! This shouldn't have happened.
