Default Railroad Quiet Zone for Waterloo

I caught this article about another town that just got there zone. This would be a great if all Waterloo had to do was pay for the cement dividers. (0fcourse you have to actually look into to it first)

I do not understand why a fast moving train not whistling for a grade crossing could be a good idea.

There still have to use there bell. The zones work nice in the suburbs of Chicago. The crashes Ive seen since working for the Railroad are at at crossing were the train was using there whistle. You brought up a good observation though. Thank you.
